Agency is sometimes used to express the state of being in action or "operation". The original says "power or agency" and the most common definition of agency is essentially a synonym of power. Also, the contrast with "power or agency" in the confession is "wholly passive". Putting these together, I'm inclined to think that agency here means something other than power and is in contrast to passivity, which would suggestion action or operation. Does that make sense?
